P&Z Commission Gives Tentative
Thumbs Down To Employment Campus Proposal!!!! |

Planning And Zoning Meeting:
The Carroll County Planning and Zoning Commission held a workshop
meeting Monday Night and tentatively rejected the proposed employment campus
proposal for land adjacent to Gerstell Academy. No motions were passed but the commission’s consensus was for the
Planning Commission to no longer continue consideration of the EC plan for
Finksburg. Also planning staff was
directed to continue the process of considering land use designated changes for
the entire 4th election district not just the corridor. All property owners in the 4th
election district will be informed as to any potential changes in land use and
they are asked to provide feedback.
FPAC considers this a huge victory but this is all tentative and not
official yet. We will keep you
informed.
FPAC Meeting Moved Up One Week:
Due to the Thanksgiving holiday, the next FPAC meeting is
scheduled for Thursday night, November 18th. Besides an update on the employment campus
and Finksburg plan, we will have two members of the county planning and zoning
commission in attendance. P&Z
commission chairman Ed Beard and commission member Dennis Wertz will discuss
the process of planning and zoning in the county. This should be a lively discussion in wake of the recent P&Z
workshop.
COG Plans Planning Seminar:
The Carroll County Council of Governments met October 14th
and approved a planning seminar for the spring of 2005. FPAC originally came up with the
idea and FPAC and the Freedom Area Citizens’ Council both made the suggestion
to COG regarding the planning conference. Two national planning officials are scheduled to speak at the
one-day seminar at the Scott Center on the campus of Carroll Community
College. This meeting ties in nicely
with the county’s Master Plan work.
More on this seminar in the coming months.
Crime Concern:
There have been reports of
crime happening in several areas of Finksburg.
One incident occurred on Patapsco Road and another on Carrolton road
last month. There have been three reported incidents in all where thugs have
broken into homes, stolen property and cars.
Residents are being urged to keep an eye out for suspicious vehicles or
people in their neighborhoods. Call
police if you see anything.
Caple Development Meeting:
The county planning commission has the proposed
Caple property development on its November 16th agenda for 10
a.m. The proposal is up for concept
approval. There will be public comment.
The proposed 41-unit housing development would be
located on the south side of Old Westminster Pike near Sandy Mount United
Methodist Church.
Roadside Cleanup:
The roadside cleanup on October 23rd was
another big success. Ten volunteers
showed up and 16 bags of garbage were collected along Route 91 south of Route
140. Thanks to all who came out for
that. The next cleanup is set for early
2005.

Sandy Mount United Methodist Church. Meetings begin at 7 PM. Board meetings are
usually held on the 1st Wednesday of each month.
Yearly Membership Fee: $10 per Household, $25 per business

still pay your 2004 dues. The organization uses money from dues to pay for the
printing and mailing costs of this newsletter and other mailings.
